When does Apple usually have their back to school sales where they give $100-200 off of the laptops and also throw in an iPod touch or something like that?

If it was just some apple rep in a store, I doubt he/she would know for sure. There's no reason why apple wouldn't do it again this year.
The BSS started before WWDC for previous 2 years. Where did you get that info from ?
In the past few years they release a new iPod touch right after the back to school promotion ends. So it allows them to clear out their old inventory of the 8 gig model (which doesn't sell as well), and boosts their computer sales (by giving people extra incentive to buy), for which they have much higher margins on computers than iPods.
No one gives up profits, or does things out of the goodness of their hearts. There is always a rationale and business case behind it.
My ideal situation would be a Sandy Bridge Air in June + free printer + educational discount + free ipod touch.
I heard the same, from an Apple rep not involved with retail. The concern is the availability of the Sony Li-ion batteries in the iPod touch which are made in a plant in Japan affected by the earthquake/tsunami.

They do the educational discount throughout the entire year. The "sale" that you are mentioning is the free iPod Touch after rebate, along with $100 rebate towards a printer purchase. You can get the discount and the rebate in the same transaction. It usually starts towards the end of this month.
Well, the back to school deal is currently going on in Japan (school starts in April there), and they excluded 11" Air from the promotion.
I guess it will be the same in the US? That would be a real bummer because I am specifically looking at 11", hopefully after the rumored refresh.

using my education discount on the Apple website, it shows $100 off of Macbook Pros and $50 off of Macbook Airs. Is that the same during the back to school sale? I was really hoping to get $100 off.
Yes, it's always the same. The BTS 'sale' is the iPod promotion. Nothing more, nothing less. The $100 printer rebate is year-round.

That is the page Apple posted in September right after the sale ended. If you look at the links on the page, some refer to where to go to submit the rebate forms. The rebates expired after so many days, so that means this is just an old page that has been left on the site. If Apple intends to bring the offer back, the current page will be changed to look something like the Japanese promo page.

Also, if you look at the pictures, specifically the iPod touch, you'll see that it's the model from last year. It's just an old page.

After losing my Ipod last month I have been formulating a cunning plan.
[In the voice of Newman] I have a 13" MBA which I got with student discount in Jan. I shall now sell this on the open market at the current second hand market price, a price which is the same price I paid for it originally. After recouping what I paid in Jan I'll use that dirty money to buy a new MBA 13" and get the much needed Ipod Touch free.
