To a very large extent Hong Kong is China. ( by 2013 it was clear that the '50 years to transition from one china two states' to whatever the central government wanted wasn't going to be followed by the China central government. )

While on 'paper' there was a extradition to USA, pragmatically if the China central government emphatically said no , it wouldn't happen. All the illusion that Hong Kong is distinct in an extradition respect has entirely evaporated now (2020). It was all a part of trying to appear wrapping himself in 'free press' and 'freedom' while trying to be a close as possible to cutting a deal with China, Russia , North Koreans, etc. There were direct flights to Vladivostok every day from Hong Kong at that time. China is a quick car trip to the border. North Koreans were smuggling stuff out of HK on a regular basis. etc.
He picked a place where extradition was pragmatically hard; not easy. The 'press freedom' was primarily for the ease of travel for the media connections he was looking to leverage.
Snowden 'hoovered up' everything he could get his hands on. He picked a place where he had some control to negotiate a deal after he did his "public service" data dump as 'air cover'.
