Apple Menu Recent Items Bug?

On my MacBook Pro (13" 2017, OS 10.14.5) the Recent Items under the Apple Menu is not remembering my last opened documents.

It is remembering my last 15 apps just fine.

I have not been selecting the Clear Menu command.

Checking the System Preferences -> General, my settings under Recents are all check boxes checked, 15 item list.

Is this a new bug or am I missing a setting somewhere?
