iPad Apple News+ unusable offline

Hi,

I’ve been having problems using News+ without an internet connection. I get loading, empty screens even if I previously downloaded issues of a magazine. It is extremely unstable. This is not only with iOS 13, it was also happening with iOS 12.

Is there a fix for this? In this state, News+ is really unusable. I miss Texture.
