Not in the U.K., but I have swapped for higher capacity iDevices within the return window a couple of times. I think they charge the difference, I forget.

For the first time in a long time, I'm tempted to get a new iPad. My Mini (2nd generation) is showing its age. They can, however, return it to a gift card, and then use that gift card for the new one, if you don't want to float an extra iPad charge. Not a big deal on credit cards, obviously.I have done this.
You can swap in store, but essentially it's a full refund and a full purchase. They won't be able to swap it for you and just charge the difference.

They swap. I ordered my wife a 64GB and she's decided she wanted 256. I walked in, told them I wanted to exchange for a 256. They had stock, so I swapped and paid difference. I'm kind of thinking of the 64GB doesn't fit my needs, I'll give it to my wife and then get the larger one. Movies is the only thing that I can see why > 64GB may make sense.but If I hold onto it a while I may end up regretting getting the 64GB

Doubt they swap. You could return it and order a 256gb instead. Think that is the only solution.
