Building a system with the same specs could be tricky, it has been years since Apple updated the Mac mini and I'm not sure Intel still sells CPUs that old to any one but Apple.Why don’t you build your own PC with the same specs in a tiny case for $299?

We are talking about technology. Older computers are supposed to go down in price because their value goes down with each passing year. The 2015-era CPU, the 2008-era TN display, the tiny 128GB SSD and the small 8GB of RAM all cost a lot less today than when they each became available to manufacturers.The same price for the same spec'd computer!
