Hi, In my case, I got it work by removing Smartlife from the apps added to the watch. Open Watch app on the phone/Scroll to Smartlife/Show App on Apple Watch switched to Off... Done, I hope that helps
Thanks for the reply. This worked for me. I can finally operate my smart devices as intended and without having to allow them each time.

Worked for me, too. After executing the shortcut I was also able to reinstall the app on the watch. And afterwards it worked, too

I had the same problems with my new Apple watch I purchased yesterday and updated to the later WatchOS. My shortcuts asked my Home assistant server back home for various info like electricity price, bus to the city and other thing I collect to HA via various APIs.
It kept asking me to allow permissions for the home assistant app. I removed it from the Watch and now it works great. Thank you, it was driving me nuts.
