Describe moderate? at any speed I could actually read by, even if just to peruse, I could not generate the effect. to generate the effect I had to scroll at speeds that I don't think qualify as useful for any reason other than getting far down a list.

Whether one wants to obsess on things is also subjective. But I find the mini's screen is great. no jarring included.

Edit: And in case you are going down the 'it might bother others more than some', in any video I have seen where people are making the point, they are scrolling at a high speed. Shrugs. The reason I feel the need to express my opinion is that too many people have been talked out of getting one because of the people claiming this to be a fatal flaw. The person I was replying to is a case in point.
The bigger problem was the text scaling on apps.. I remember having to adjust Teams to 110% only to find it zoomed the text up to ridiculous size.
 
My mini 6 is awesome - jelly scroll is a non-issue to me, pro-motion is a non-issue (I have an iPhone 15 Pro, don't really notice the difference).

The only problem I have, is that my mini 6 was purchased as a "Companion" device to my iPad Pro 12.9". But then I sold the Pro and went to a MacBook Pro, so the mini 6 is used a lot more than I originally intended.

I'd like more than 64GB storage (it's "Working" but it often offloads apps), and I'd like Cellular (Personal Hotspot is actually "Okay" except that (a) it affects my iPhone battery, and (b) the iPhone won't connect up to CarPlay until I toggle Airplane Mode on/off to cancel hotspot).

And, since the mini 6 is almost 3 years old at this point - it just doesn't make sense to sell the current mini 6 and buy another nearly-3-year-old mini 6. Bring on the 7!
 
Any new Updated mini MUST for me now support new pencil pro.
I don’t want to have to make sure a) I pick up the “right” pencil depending on whether I’ve using a new mini or m4pro, and b) getting used to new “squeeze “ functionality of pencil pro for my new m4pro, to go to mini and use Apple Pencil 2 and have to remember “squeeze “ doesn’t work on mini…..

On the basis that the latest M2 Air model supports it you'd assume that if the Mini is getting anything more than a basic CPU refresh then they'd build that into the Mini.

Such a Mini would have to be coming with A18 CPU I'd have thought though - would there need to be some additional engineering changes to accommodate it?
