All apps crashing today, December 2, in Australia after about 10 seconds of use. Genius Bar says its a software fault and they are overrun. Genius Bar doesn’t know when there will be a fix. Most apps start working again if you change date to November 28!

Given that it's almost December 2nd on the east coast of United States, Europe, Asia, Africa, Middle East, etc. are already there and it seems like we'd see way more posts about it (even if it's night time in a lot of those places) if this was really something widespread. Perhaps I'm off on this, but hopefully I'm not.

Smells of the hoax from a few years back, where people were told to reset their phones to Unix epoch, and bricking said phones.

I know there are os-es and applications that use timestamps for generating unique values, and you can run the risk of getting colliding values, hence, causing troubles. Generally not a good idea to roll the clock back on a computer.
 
There’s a bug with local notifications that’s causing this. iOS 11.2 beta fixes this, so I’m updating now...
 
The Apple Support Twitter account is currently getting several reports of this issue.
 
It is 12:06 AM Eastern Standard Time in South Carolina, United States. So far, my iPhone 7 (iOS 11.2 Beta 5) seems to be working as expected. I’m guessing Apple may release a fix later today for production devices.
 
Just confirmed with family/friends on the US east coast... NO issues with any of them... Going to sleep now... no story here.

All that means is that in the last few minutes (it started at 12:15) they didn’t get a local notification. It is a story.
