Crazy that we are now happy that Apple will let us use the RAM that we paid for.
this is more lack of knowledge of how iPad works than truth... RAM has never been wasted on iPad... if anything those limits were there to protect the experience in a device that cannot rely on swapping to disk... and I don't say this to defend Apple, who's main goal is to make profits, but in this case those limits have a good reason to exist...
The only news is that finally Apple started to distinguish between different RAM versions of the same SOC, which is a good thing...

Yep. Honestly, the 16GB feels like the first time it doesn't need to be constantly ejecting stuff.

Actually, it was ~4GB limit for 6GB (except 2018 1TB which was treated same as 4GB model and had ~3GB limit) and ~5GB limit for 8GB.

I was looking at getting a 2018 1TB/6GB 11 Pro model, would these be treated with "more respect" ;) under iPad OS 15 and actually use the 6GB appropriately?

Oh there is no lack of knowledge. Everybody knew what I was talking about. We are now one step closer to letting PROS be PROS

this illustrates exactly the lack of knowledge I was talking about above....
First that iPad, which I own, is using the full 6GB RAM. Individual apps however can't, which is not only normal, but also desirable, since there no swapping to disk. But again most people don't even know what it is... Some do know and some might even want it to be implemented in iPad, but that's unlikely based on Apple's track record.
Until that is implemented, it's a good thing that single apps cannot use too much RAM, which would increase the risk of crashes and, especially, reloads of other apps left and right.
So, if anything, people should complain about iPadOS not swapping to disk, like MacOS does, rather than about individual apps not taking apps all or almost all the RAM available, which would do more harm than good....

True but if Apple implements system-wide swap on iPadOS, then folks with 16-32GB storage iPads would complain about devices dying prematurely.

Absolutely, swapping to disk causes write wear, takes space on the SSD and if done to a significant extent (for instance for devices will little RAM) it will slow down the iPad... I am not sure it would be desirable. What I think would be a better solution is what some Android devices allow to do, that is peg to RAM, which means not allowing the OS to eject selected apps or tabs from RAM, because for instance they contain data we don't want to lose, even if that's at the cost of ejecting other apps and tabs.
