Read the Terms & Conditions first. My guess is they say an app "purchase" is actually a license, and Apple or the developer has the right to discontinue (remove) any app at any time.
I read the terms and conditions (not thoroughly) but the only thing that references redownloading apps is “you may be able to redownload content”. I did not see a provision or anything mentioning Apple can prevent you from downloading something you paid for. I’m gonna examine it more thoroughly during the week. But the terms and conditions of the iOS App Store have not been updated in 12 months.

The issue is, Apple is taking away the only method to download .ipas. And that’s an huge deal. You can now no longer backup your apps. It is all “digital” and I don’t trust it. There are many apps that I have in my library that I have paid for that are no longer available.

Yeah that **** won't fly in the UK at least. Once a retailer accepts payment for an item they can't withdraw it from your personal collection. Technically a DVD/Blu-ray is just a license, but good luck to Tesco deciding they want to come into your house to remove the DVD. If the app contravenes the intellectual property of another company, Apple might need to remove it from the store but they can't remove it from your phone. Maybe they can put the argument forward that they have no obligation to store the file on their server as well. Anyway, try downloading the app from a device that you own that has an older version of iOS, because it might be a 32/64 bit issue.

Yeah, I mean, unfortunately that seems to be the breaks. You "may" (or may not) be able to redownload content, and Apple would argue they don't have the obligation to host an .ipa file, until the end of time, for every app that ever appeared on the App Store. (I agree it's a bummer when this happens to you!)

Agreed -- no longer hosting the app is different from removing it from your phone.
