The author of Delocalizer says on his web site: "Delocalizer has not been tested on Mac OS 10.3. At this time I do not have plans to continue development on DeLocalizer."

That's why I recommended Monolingual, which has been tested on 10.4.2. Although both perform the same function so if it works, it works

Page outs is nothing overly bad, very simply it indicates that your physical memory is full and the HD is swapping to virtual memory. If you're regularly getting high page out numbers then you should seriously consider adding more RAM.

No more pageouts now since i finished running to program, but i am going to bite the bullet (for other reasons) and upgrade to 1 gig in my Ti PB. Goodbye $200!!!
