Thank you all for the feedback.

I am planning to change to T-mobile unlimited plan as well now, since I get very good coverage where I live in California. If AT&T cannot give subsidized phone, then I think I am out of AT&T.
Join the club. I am doing the same thing next week when my contract is up with AT&T.

I don't think any carrier does the $199 subsidized pricing anymore, in general. IIRC, some business plans still can do them, must be part of their overall contract with the carrier.

Does AT&T still charge an "upgrade fee" if I buy my own phone, full price in the general retail market, and pop in my current SIM?

I believe if you just get a phone somewhere and pop in a sim you're good.
