AV1 hardware accelerated decoding with M3

M3 max 16/40 64 GB....7-9% CPU. 8 /10 W
M2 Pro 10 Core CPU here: Played the full video with 0 dropped frame. But CPU usage is still uncomfortably high. E-Core usage is at 80% but P-Core usage hovers around 40-50%. GPU is idle most of the time but spikes up to 15% randomly. Power usage peaked at 17W and averages around 12W-14W. I think this maybe due to the revamped E-Cores so more work could be offloaded onto the E-Cores thus the 17W power consumption opposed to the M1 Pro's 35-40W. Note: M2 SoCs don't have hardware AV1.
I am using the M3 Max, and I've noticed that youtube videos are not smooth, as if they are playing at a low frame rate and exhibit stuttering. The CPU usage is very low, and I have observed this issue in both Safari and Chrome. What could be the problem?

This hardware AV1 decode support is pushing me to wait for the M4 MacBook Air Back-To-School sale, vs. getting a very cheap clearance M2 MacBook Air now. That and the difference in OS support going forward, as the M2 came out in 2022.
BTW, can someone do a software vs hardware AV1 decode comparison for 4K content? I’m less interested in 8K.
