By “base model” in the thread title I assume you mean base configuration since the entry MacBook Pro has had 16GB available for awhile, in which case I’m wondering, how do you know this is a picture of the base configuration?

Why would Apple raise prices for higher spec base models? They are a not for profit organization …If base m4 macs come with 16 Gb ram what can we expect for the base m4 pro (16,24,32Gb?) and for the base m4 max (32,48,64Gb?).

I don't think anybody has been saying that the Mac should start at 32GB, but if the increase doesn't ripple up the range so that the more expensive $1999+ "stock" MBP models get at least 24GB then, yes, the complaints will, quite justifiably, start.And now the “why doesn’t Apple start at 32GB” complaints will start.
