There is no way you lost 12% in 3 minutes of usage and 8 minutes of stand by. Even with a defective battery. Turn off the device, turn it back on, recharge to 100%.

What's using your location services (the arrow that appears in the status bar at the top)?
I think google is using it. I have just set my phone back to factory and 9.2.1 to see what happens.

Could be related to the issue I'm having. On beta 7 on an iPhone 6 my phone is at 85% in the morning after charging all night. This morning I topped it off on another charger to 100%. It has only been doing this on beta 7. I don't know if it is charging to 100% then slowly dropping over the rest of the night or only getting to 85%.

Well I went back to 9.2.1 and so far it's been better than 9.3 beta 7. Hopefully when it comes out, they will have those battery kinks worked out.

A fresh install is always going to result in better battery life than an upgrade. There is no way to prove its 9.3B7 related. I have zero battery issues with the beta on any of my devices.

My 5 cents, battery life (iPhone 6 plus) with beta 7 is just... amazing: 12h and 40mins of usage, and more than 53 hours of standby, and I still have a 15% remaining.

Really amazing if we consider how poor battery life was in previous betas (specially beta 2 ), and how good is 9.3 in terms of smoothness and performance.

Reverted back to 9.2.1 and kind of getting the same results. I've had this phone for almost 2 years now. While typing this, phone went down 3%
