How is it confusing?
It's confusing from the standpoint of the drive containers. Like, I still routinely get confused about it. Certainly, from a functional day-to-day level, there's not much to be confused about. But managing FileVault 2 (when things go wrong), multiple boot volumes, and stuff like that is very different in APFS than it was for decades with HFS+.

Do you get the containers when you format an external (non bootable) SSD with APFS? Agree that the bootable drive structure and restrictions are confusing.

As I recall...yes.

Outside of TM, at this point I wound not format any external APFS unless it was boot drive. Too many negatives (one of the least cross-platform file systems), and no real positives....unless a boot drive.

At the very least, it is unfamiliar and non-traditional. For many that would be enough to consider it confusing.
