iPad mini Best offline maps

I use CityMaps2Go when I'm in Europe. It was free when I got it. Not sure if it still is but worth a couple bucks if its not. You need to download each city map though so you have to plan ahead.

Correction. Not in AM. but it's connected to no wifi networks.

AFAIK, it "scans" wifi to see available networks, it doesn't have to literally "connect" to them, that would be impossible to do while driving.
