Quicken has never been in the Mac App Store which isn't surprising based on the fact that Quicken for Mac preceded the Mac App Store by 25+ years.I was surprised that Quicken was not in the Apple App Store, don't know why that is. I checked out their website, and they do seem to have now gotten their act together, been at it long enough I suppose. I still prefer a one-time purchase to a script plan though, even if some upgrades may cost me later.
The mindset of personal finance software users is extremely value focused. Why spend money to upgrade every year if the current software still works and receives the occasional update? That's why Quicken moved to a subscription model about three years ago.
I have Quicken 2017 for Windows and Quicken shut off data downloads (stock prices and transaction downloads) last year. They nerfed QDF imports as well.
Many Quicken users would likely bristle at the idea of shelling out an extra 30% to Apple for no recognizable benefit. There is likely little interest from Quicken in handing over a recurring 30% cut to Apple.
Quicken aggressively markets discounted renewals to existing users -- something the Mac App Store does not handle gracefully. Quicken also tries to upsell premium versions of the software (Deluxe, Home & Business, etc.) to existing users. They also do this with in-app advertisements.
If I recall correctly Quicken for Windows isn't available in the Microsoft Store either so this selling strategy isn't Apple-specific.
