Try removing all your profiles. That should do it. On another note, the issue with the install has been resolved. Apple servers most likely slammed. I will mark this resolved!

Well, that didn't work for me. Still doesn't show - says I'm up to date. Guess I'll be restoring tonight! :D

Guys, do check if your device is in Low Power Mode! Turn it off if it is & then download!

I had the same issue yesterday on my iPad Air 2. I decided to download the complete IPSW file from the Developer area. After it had finished downloading and unpacking I tried one more time on the OTA software update screen and it worked! I had previously tried over 20 times to no avail. Weird. Could it be that my login to the developer area somehow authorized the OTA download?

A lucky user with iPhone and iPad and Mac all updated second beta through OTA. ;)
