Well, changing some options is at best a workaround at the moment. The underlying bug is still there and something that would need to be addressed.

Anybody else seeing this ?

Latest fix: I sent a message to Big Tim Cook that I support Black Lines Matter and it went away for a few minutes, but then the line came back with a pop-up saying my ally-ship wasn’t strong enough.

I then tried censoring ALL motion in Settings/Accessibility/Motion and that seems to be working for now:

The iOS update seems to have cured this now !
