You're underestimating how easy it is to re-seal an Apple product box.

There is no way to activate an Apple product without turning it on.
 
There’s equipment in Walmart stores to shrink wrap boxes to look like they are new, I heard the dept manager tell the staff to do just that
 
With Walmart it’s getting increasingly difficult to determine who’s the worst: the corporate management, the employees or the customers.
Every time I shop at Walmart, I get irritated and say I’m done. At the Walmart near me, the employees are rude, totally ignore customers and I’ve heard them actually yell at customers. Even the managers are awful. It’s like they can’t hire decent employees so they put up with terrible employees.

The problem is it’s fairly easy to reseal an opened box. I know people who sell such devices as brand new and sealed.
 
I ordered a router online for pickup at Walmart. When I got there it was obviously used, no shrink wrap, paper box tattered. They tried to tell me it was “new.” I refused the pick up. As I was leaving I heard the department manager telling one of the staff to shrink wrap it and put it back on the shelf. Sounds like you got someone’s return.

Best Buy did the same to me, just be a common practice. The digital camera they sold me was just tossed in the box and full of finger prints. The manager and I we having a heated discussion until I showed him the receipt and filled out warranty card from the original buyer. He shut his mouth then and the others in line laughed at him.

The Walmart near me is actually not bad and the employees are not rude, but I've been in some that are just awful. I have low expectations when I go in so nothing really bothers me.
 
Just got off the phone with Apple. They extended my AppleCare warranty from a year of purchase. I’m happy with that, even if they were opened which I know they were not. Extended support gives me peace of mind either way.

No surprise. I don't blame the employees at all honestly.

I know I would not want to work there for the pathetic pay and conditions.

Walmart is subsidized by taxpayers who have to make up for them not paying their workers enough.
It's completely wrong.

Yes. That’s a return to Walmart. I wouldn’t even hesitate on this one, it’s not worth your time to “figure it out.” Let them figure it out.

The OP said he bought two iPads and both have the same exact warranty dates. I can see one being a return, but two? OP had the misfortune of selecting and buying the two that had been returned with the exact remaining warranty dates? With that luck lottery tickets such be purchased. I can see one being a return but the chances of grabbing two exact date returns is rough. Not a good day for sure. I agree, I’d return them.

What would shrink wrap do? You can see through it. I won’t buy a can of food that has a dent in it. I certainly wouldn’t buy a tattered paper box that I could see through the shrink wrap. Walmart has a claims department. When a product is returned or damaged it’s sent back out for claims refund. They don’t have to sell a damaged product to get their money back.

One of the problems with Walmart is that they have so many people applying for jobs that they don’t have to train their entry level managers and employees, which makes for a bad customer experience. However, Walmart continues to make a TON of money. Making that much money means they don’t have to change. Cycle continues.
