You’re in for a new budget iPhone in 2020:

  • iPhone 9/SE2 in March (399$)

  • iPhone 12 (5,4”) in September (799$)

Both! If the iPhone 9 comes out with those specs at that price it will be hard to pass upgrading from my 8. However if they do release a more full featured but smaller iPhone 12 6 months later with a 5.4" inch screen but even smaller/lighter than the 8/9 I'd probably bite at. It isn't about "budget" to me, it is wanting the most full featured phone I can comfortably use one handed.
Kinda similar. Caveat I don't want a notch and I'm not buying a $1000 phone.

If price is not an issue, I would definitely go for the rumoured iPhone 12 5.4” - it should have very similar physical dimensions to the current 8, while also offer you a big qualitative leap (better camera, better battery, OLED screen, dual SIM, etc.).

The notch is actually implemented in a very non-obtrusive way. For example, while navigating you do not see it at all as it blends with the black of the directions section of the screen. Same for watching videos, as they are cropped by default to avoid the notch area. So it only becomes a “sore spot” if you purposefully choose to concentrate on it, which is not often.

The iPhone 9 sounds like it's gonna be a real winner, especially in terms of value. But I'm gonna take a 'wait-and-see' approach and hold off until Apple announces the 5.4" iPhone, then decide from there.

If the 5.4" iPhone is gonna cost an arm and leg, I'll opt for the iPhone 9.

My preferred ebook reader app hasn't been updated in forever so the notch partially blocks text/header while reading. I've tried a bunch of alternative readers but sadly, none of them were particularly good replacements.

I reckon the notch is also likely more obtrusive in Light Mode.

To me it sounds exactly as what SE was compared to 5S - some minor tweaks to the chassis and up to date CPU/RAM at a very good price. This is where the excitement ends. Apple might just be releasing it as an entry-level device into their ecosystem.

Price-wise, 5.4” iPhone should be somewhere between iPhone 11 and iPhone 11 Pro, I guess.

Wow, the fact you know all this already makes me think you should focus on sports betting and buy whatever iPhone you want, because money wont be an issue!
It’s not me who knows all of this, but Ming Chi Kuo and other analysts and leakers who have proven to be right many times. So maybe they should try to do sports betting. Oh, well, they know this because they actually have insiders who told them this info...

I am more inclined to just wait for the iPhone 12. As @CrazyForCashews said, I can always buy a 9 if I’m not happy. Currently on a iPhone 8 for 2 years and I really just want something a little larger now so the 12 should suit nicely. I am still not crazy about the notch so hopefully it’s gone or much reduced by then. If neither phone tickles my fancy I may just save a little off the 11 pro and go with that.
