Yes, your relative in the UK can get warranty service for the MacBook Air M4 as long as it's within Apple’s global warranty. They can also buy AppleCare at a UK Apple Store, but it’s best to add it when you buy the laptop or within 60 days. Since you’re buying from B&H Photo (an authorized dealer), you can add AppleCare at checkout or register it online, and the coverage will be good no matter where they get the laptop serviced. The warranty should still work for them, even if the receipt is in your name, as long as they have the serial number.
 
Typically you are allowed to sign up for AppleCare for a limited time after purchase (I think 90 days, but maybe full year). Your relative would register the computer when they set it up in the UK. The fact it is a gift does not matter.
I have just bought a Mac Mini and I get nagged daily to get Apple Care. It gives me only 60 days to decide. Might be more for laptops but I doubt it. Make sure you get a sales tax refund as you are exporting this and budget for the 20% VAT you will pay on import unless you are super skilled at smuggling past customs otherwise you will have to jettison the packaging and make the laptop look used to pass as your own laptop.
 
FWIW, I bought a m4 Mini from B&H Photo on Black Friday. Didn't want AppleCare and have never received a single "nag" to purchase it afterwards.

Could be, but all I remember being nagged about was turning on Apple Intelligence. 🤣 My m4 mini is really just a media server for my AppleTV's and I don't pay much attention to the alerts. Right now, there's an alert that can't be dismissed on the screen saying that some new version of MacOS is available. Have been ignoring that one for a couple weeks at least.

Yes, I've noticed that Sequoia is a bit less than subtle about updates. Clearly a red number on the Settings icon in the dock is no longer enough. Can't find a way to turn it off, though.
