Of course you can use the Military Discount!
I have been using it for years. The military IS a Federal Government agency, thus it qualifies. According to Apple's policy, purchases at the discount may be made for family members and friends. However it does state that the member is to make the purchase.
As a side note.. I have used this for over 10 years with the On-LINE store. And so have all my military co-workers. And in all that time, I have never heard of Apple ever checking ID cards. Maybe if you go to an Apple store in person, but never on-line. I'm not telling you to lie, it's just that your INTENT would be honerable, since you are in fact entitled to the discount through your dad. If you really need to buy in person, I would talk to the store and see what they will do. I bet they want the sale, and will take your military ID card without a question. My wife has used her Depemdent Spouse card that way at an Apple store in Washington DC, when I was away.

PROGRAM AGREEMENT
The Federal Government Employee Purchase Program (EPP) is a benefit provided by Apple Computer, Inc. ("Apple"), to employees and contractors. The program is intended for personal use or for the use of family members and friends.
By submitting your order, you certify that you have read and understand the terms and conditions of the Federal EPP policy and confirm that you are an employee of an agency to which Apple has offered this benefit.
PROGRAM OFFERING
Personal Discount: You may purchase or "sponsor" up to six system bundles each calendar year (January 1-December 31). "Sponsoring" means placing an order for a family member or friend. No more than two systems or monitors may be shipped each calendar year to the same individual or entity (i.e., company, institution, club or group), whether that purchase is sponsored solely by you or, also, by other eligible employees. You may not sponsor the purchase of products by any educational institution. A system bundle includes, and is limited to, one CPU, one display (built-in displays count as one display), one AirPort card and one Airport Base station. You do not need to purchase all components of a system bundle at the same time to qualify for the discount.
