If it's working in other apps and not just Office (Word), I'd guess a Microsoft issue.

Is your phone also a managed company phone that's managed or private phone?
Do you have Onedrive and word on your phone that's synced to your mac?
Try and log in and out of the MS services on your phone, make sure that the files are synced to your MS account and see if the label appears again.
Longshot: Someone in the forum mentioned issues with 26.6 and MS365, sounded more like an enterprise issue but who knows, might affect other versions. Has it worked before you updated?

I password protected a Word doc on my Mac and have the same issue as you and unable to print w/Word on the iPad app with the same error message. I almost never use a password protected doc so have no idea when the issue started but it does look like a MS bug, not an iOS bug to me.I just wish soneone would add a password to their docx and try it on their phone or ipad. I appreciate the theoretical possibilities but a straight test would clinch it.
There must be someone with a mac and an ipad who is daft enough to use Word who can test it their end.
