I'm in the same boat. I've run the Terminal command, and now the box in Big Sur's preferences makes no difference. Had the sound once, but can't get it to stay.

Bumping this thread, because this minor thing is making me crazy. I have tried terminal, I have tried onyx (both restore defaults button, and activate start up sound) – and nothing will make my chime return.
 
Imac 2019 with BS re-installed for test purposes. If that helps anyone, I have the chime, but with very very low volume, at startup.
 
Indeed: seems to have gone.

Obviously that chime was just a cheap gimmick for the 11.0 - 11.0.1 patch
to hook suckers for that kind of thing.
 
Now there's a funny thing. Having typed the message above I had to restart the machine via the Finder: and the chime sounded. So, I then turned the machine off completely, and then did a restart and did NOT get the chime. So I seem to be getting the chime with a 'soft' restart and not with a 'hard' restart.
 
I've tried both, no luck. I know it's a silly thing, but I always liked this sound, and briefly had it when Big Sur debuted, and I want it back. It's making me a little crazy, just because I've tried every conceivable method, and I know it's there.

how often do you reboot?
 
Not that often, but still... Probably try to remember to restart every couple of days; always found it seems to keep things running well. Maybe placebo, who knows. Lately, trying more often just to check on that damn chime!
