Yeah I commanded MobileMe to make noise on it and I literally stood in an alley at 5:30am listening for the sound but could not hear it. Have also sent a few dozen threatening messages with my Google Voice number added on in case they wanted to give up.

That's not going to work. If anything it'll just motivate the thief to get rid of the iPad by selling it ASAP since he knows you have remote access to it.

The best way to get it back is to use the same method and tell the thief that you're willing to pay $X as a reward if he calls and returns your iPad, no questions asked.
 
Just add a few more friends and some equipment! Lets say you narrow it down to 50 apartments. Get 50 friends and equip each one with one of those little satellite dish looking spy listening devices and have each one zero in on one of the apartments. Then send the alarm message and viola! Culprit exposed!

What you need to do is pose as a sexy chick that wants her iPad back.

Send some sexy (but legit looking) pictures of a half naked woman to the email address on the iPad, and tell the guy that you really need the iPad for school and will pay both cash and maybe some "play time" in the back of his car. Make it sound real legit.

Alternatively, you can turn it into a chris hanson bust and pose as a minor looking for a good time.

The possibilities are endless.
