In the Find My app, see what device receives “Notify When Left Behind” notifications from your AirTags. It appears AirTags must connect to that device over Bluetooth to receive firmware updates. I discovered this when I changed my notifications from an iPad to an iPhone. I have been periodically trying to get my AirTags to update using the iPhone for months; they updated very soon after I made the change.
