I had a 2011 Mac Mini, it was not noisy at all in the beginning, but at the end of its use the cpu temps always came close to 100˚ C and the fan was spinning at 5000. It was probably due to the dried out cpu paste, too, besides the more demanding OS and software in use. I then had the Mac Mini M1 16/1TB for a short time with about 32˚ C at 1700, and now the Mac Mini M2 Pro 32/1TB at about 38˚ C at 1700 under normal load. So, yes, the M2 Pro runs a tiny bit hotter. But the fan is not audible. The M2 Pro Mac Mini is an absolute gem.
