You can download offline content, and run them in several offline capable apps such as Google Docs.
You can install Android apps, so any of the same criticism could also be leveled at your Android phone.
Chrome OS is not Windows, and thank god for that. It's a different experience, for a different workflow and set of user expectations. The exact same things are said about iPad. "Can't do Real Work™", "useless offline", "toy", etc. Blah, blah, blah.
There is room for multiple types of operating systems and devices. Choose the one that allows you to get your tasks done in the best way for you. Other people have different needs, one isn't inherently "better" than another.
