Is it possible that the problem is with the charger? It won't charge the battery and it won't run off the mains: could well be.

He did mention that it did charge very slowly to 35% then dropped straight to 0% when mains removed (assume he saw this before it stopped working) This implies the charger is doing something, but maybe not enough, so I agree well worth trying a different charger.
 
Try the following to see if there is some life in the MBP:
- when the DC charger is connected (green light), does it react when you press the key combination of (left) shift+control+option and also power button? It should turn off the green LED for a short time. This is just SMC action, no processor/RAM etc. related process.
- if so, try the following: disconnect charger, hold power button for >10s, then while still holding it, connect charger (it might not show green LED then!). Let go power btn and press power button again.
-> do the fans ramp up and perhaps even more...?

seller was not tech savy, i just assumed that the mbp needs macos reinstalled, and I was right. it worked, then that happened
why that was a big deal? Being locked usually raises red flags of a device having been stolen. Can be, doesn't have to be but likely. Then there's activation locked or no access to iCloud, this wasn't clear with the seller's wording.
 
is there a way to revive the mobo?
At this point you can safely assume the damage is extensive throughout the mulit layered board, you're just seeing parts of it. Given the age of the unit, good boards being scarce, it's unfortunately pretty much a total loss.
 
Just for my education what is it that appears damaged in that photo? What should it look like?
Mike. I'm looking at the extensive brown discoloration, the board pics are quite low Rez.

Are you thinking these marks are perhaps severe dirt and grime build up? OP: Can you carefully clean the discolored traces with a cotton ear bud and isopropyl alcohol.
 
I removed the back and found this
Definitely try cleaning it first with isopropyl alcohol.

but it could be liquid damage Or just corrosion from time.

you need someone like louis Rossman or dosdude1 to fix that—Board repair specialist.

if you are looking for a cheap MacBook that you want to be able use with latest macOS via like opencore legacy patcher, look for a 2012~2015 model.
 
okay so, i'm back with another problem regarding this laptop. it has been sitting dismantled in a drawer for a few weeks so I decided that i will buy a motherboard for it. I bought a mid 2010 motherboard, with proof that it's functional. i install it, and it doesnt turn on, same issues as the last one? what could it be? i fiddled with the magsafe board, and now it doesnt even show a green light on the charger, the exact same thing happens when i plug the magsafe board into the old mobo. could it be a bad charger? or a bad magsafe board?

You're not having much luck. Beginning of your thread I thought it's perhaps the Magsafe board but you will need to start off with a decent battery.

I suspect that the magsafe may be the culprit, or the charger. wouldn't it run off charger power if the battery is dissasembled?

Well, I've had two DC-in boards go, one charger (mechanical damage), and a few batteries. If there's an Apple store nearby, you could perhaps ask to use one of their chargers whilst there?

i dont know if the charger is broken, it looks basically brand new, so I assume it's the magsafe board.
