Why would the Mac let you easily do something like this?
It doesn't. You need to restart first and use the boot prompt to get to Disk Utilities then you would be abe to delete any partition on the computer. Or maybe this person used the Windows side or another macOS install to delete the partition. Either way you can't delete a partition while you are actively running macOS on that partition.

Windows has a similar process as well. You have to be actively trying to modify your partitions in order to slip up like this. The best that the OS can do and it does do is ask to confirm if you want to go through with the operation.

Use Apple Configurator 2 to restore the machine.
The OP has MBP from 2019 i.e. Intel machine. Apple Configurator is for silicon Macs. Besides just hearing that he is talking about Bootcamp should tell you it is not a silicon Mac.

Yes, I try Shift-Option-⌘-R and everything else, its just reboot with this error, Idk where is F1 on Touch Bar FN don't work
Connect your machine through ethernet cable to Internet and press:
Shift-Option-⌘-R

Configurator 2 is not just for Apple silicon. It can be used for Intel Macs using the T2 chip.

Ok I did not know that. But again OP has deleted the partition how can he even run Apple configurator if he can't boot?
I recently deleted the entire disk on my MBP 2018 and then could not boot to any recovery because the screen was broken and the drivers for the external screen only start working when recovery loads. I managed to connect it through target disk mode and opened the EFI partition and checked the log files. Many attempts later I finally downloaded Recovery through USB-to ethernet adapter by pressing: Shift-Option-⌘-R or he can try ⌘- R

Apple Configurator runs on a second machine. We can see the OP has a working Mac mini in the background from the pic in the first post.
