You can now use Snapseed in Chrome (no other browser) as a Google+ member.

You got to be a die hard Snapseed fan to go that route.

I have LR5 but I like to play with Snapseed on my phone and would use it for phone photos etc.

Google made the whole Nik Collection (Snapseed) free. You can download it from here:

How do you get to Snapseed in google plus? I can't seem to find the right pkace

Google made the whole Nik Collection (Snapseed) free. You can download it from here:
https://www.google.com/nikcollection/

But as that link notes it's only guaranteed to work with "Mac® OS X 10.7.5 through 10.10" They've abandoned new macOS support, and lots of people have experienced issues with Nik apps in Sierra. High Sierra will likely be worse.
