Yes, you can. Just install public beta profile and update to developer beta 3 using public beta profile.

For some people who wants to install official iOS 13 release without messing up with profile and downloads, skipping gold master is the way to go. The reason is simple: gold master version will be newer than last developer beta.Why do you say do not install gold master? What's the reason for not doing that? With over the air updates, does it even mater which is the gold master?
Don’t put too High hope on mouse support. It is pretty awful. External storage device support is also limited.But I am looking for external usb memory support and for the mouse support as well.

And even though it is generally the same build as official release, being released a few days late might as well be able to escape some deal-breaking bugs if there is any. Plus, some people prefer installing an offical release instead of this gold master thing while also enjoy using beta. Ok got it. Case closed.I think you are giving gold master more meaning than it actually has. Skip it, don't skip it, there's no harm or advantage either way.

Today’s public beta is last week Monday’s developer beta. I wouldn’t switch unless you want to wait a day to get the future updates. The developer betas usually come at least a day earlier
