Both very different devices. iOS 6 was NOT a performance update. The iPad 1 couldn't cope with iOS 5, it was underpowered something shocking form the beginning. It at held a very low market share, and in 2012 there were no other iPads with identical specs still for sale.
Same with the iPhone 4. iOS 8 was an update that uses more ram more and more cpu due to the new features. Again, there were no A4 devices on sale in 2014 (well at least in the US).
I have no idea what you've got aganist A5 devices.
Anyways. I think it will be iPad 2, 3, 4, Air 1, Air 2 - iPod Touch 5 - iPhone 4S, 5, 5S, 6.
That makes sense for a number of reasons.
1. If iOS 9 is a performance update, it thus improves performance and then there is no reason to drop older devices, as they will presumably will also improve performance wise. Every other iOS update has been aimed solely at new features, or new designs, not at stability, reliability and performance. I pretty much assume that iOS 9 will be a performance update given that we've had constant rumours. If they were totally wrong, Apple would have leaked that it wasn't the case so false expectations were not created.
2. Apple is selling 3 A5 devices. The Apple TV is not as important, but the iPad Mini 1 and iPod Touch 5 are. Apple has had plenty of chance to drop either device. Every single device that gets supported in an update, has been on sale during the WWDC of that year. EG the 4 was for sale when iOS 7 was introduced at WWDC, the 3GS was being sold when iOS 6 was introduced at WWDC 2012 and it goes on. Apple don't drop devices that are on sale at the time they announce their next version of iOS. The iPod 4 was dropped before WWDC. Also its a bit harder for them to stop support for two devices they're still selling during WWDC. There would be a backlash (bigger than that of the iPod Touch 4), as the iPad Mini 1 is selling in volume - in Q4 2014 they sold more iPad Mini 1s than 2s or 3s.
3. Combining the iPad 2, 3 and Mini 2, gets you around 50-60 percent of the installed iPad base. This would be to do with the long sales of the iPad 2 and iPad Mini and the fact that many are still content with these devices. It wouldn't be smart to fragment its iOS distribution to the extent you have more iPad users left behind on an outdated version of iOS than not.
4. The 4S has come up in logs as running iOS 9.

6. Apple does not have set support cut off periods for its devices. The 2G and 3G got 2 updates, the 3GS and 4 have received 3 updates each. Perhaps the 4S and 5 are going to get 4. This is not a bad thing and you've got to remember there are a lot of users who have bought an A5 device in the past year, and deserve another update, and there are a lot of users who would have more time to save up for a newer device, while using their 4S/iPad 2 etc, instead of jumping to an android device. I know plenty of people who bought a 3GS or a 4 very late in the piece as thats all they could afford, and when they lost support, they went to Android.
