Depends on what right? I've downloaded Cheers episodes at "highest video definition" and they were a lot smaller than Longmire at same setting (I get the episode time difference). Not that I claim to know much about these things. It's been over a year since I've downloaded anything for offline viewing.
Running With The Devil - HD 2019 film.

I'm upgrading from a 64GB iPad and usually only had that half full (although I did actively keep an eye on it to keep it that low). I'll be thrilled to have twice the storage of that previous iPad. 128 GB should be ample for my use case.

Incorrect.

Netflix film in highest video definition, 1h 32m is 963.8mb. Just downloaded one on my IPP 12.9”.

The only quality options for Netflix downloads are Standard and High/Higher. Video quality is acceptable but I do notice it gets somewhat bitrate starved (blurriness, noise). They have higher quality options for streaming assuming your internet connection can handle it.

iTunes and Disney+ downloads are very, very good. Granted, requires more storage.

I ordered the 128 gb. I use less than half of my actual 128 gb iPad Pro, due to my iCloud subscription. That could be an option if you run out of storage in few months/years

My iPad Pro 2020 128GB currently has only 41.1GB used. Especially with the support for external USB-C drives most people really don't need a lot of built-in storage.
