iOS11 doesn't let apps see the MAC address. Unsure if that could be related but throwing it out anyway.

in the OP case, this could be the problem indeed, it depends how the sign in / log in screen is generated.

I am required to use institutional public wifi at my work. In iOS 11 There appears to be a problem with the security settings and auto login. Specifically, public wifi networks which require a browser login will not connect fully. This has completely screwed me over. I don’t know whether this is a bug or a security feature, but either way it is unacceptable. Do not upgrade if you need to use public wifi.
there have been cases where this happened to me at times across most of the iOS systems.
what has (sometimes) worked in those cases for me was to:
1 manually forget the network
2 do not set anything like automatically connect to previous networks
3 in Safari app controls delete cache
4 nuke the Network settings in Settings/General/Reset
(5 in case you have Keychain Access toggled on in iOS, AND, if you have also logged onto that network with your mac sometime before, then you may also need to delete that mac side remembered network from your Network pane on your mac as well).
