Kind of. The only reason Android has aged better is because it's got a lot more gimmicky features like live wallpapers and such. Also, I think Apple's gotta kick the pinstrips in favour of a solid background for stuff like the settings app. Other than that they're basically a lot a like if you substitute all the white in iOS for the black in ICS. In some ways android looks old with it's low quality, ugly app icons. Apple's app icons (3rd party especially) look significantly better.
not at all. never thought any version of iOS has looked outdated. its a simple and minimalistic design by purpose. i think that android looks much too cluttered and busy most of the time. also if you feel that iOS looks outdated, is it just because there haven't been radical changes year to year? that, to me, would be more annoying than slowly progressing forward as apple has.

Nope. Android may look nicer, but it's too complicated and flashy for my tastes. Plus it still doesn't run as well in my opinion. I'm more of a "simpler is better" person I suppose.
While this looks sleek and clean, ease of navigation is lost due to the lack of color/differentiation in the icons themselves. One of the best parts of iOS's settings is the familiarity through consistency.
That said, I agree that there is room for improvement in iOS.

Yuck and YUCK. Goes to show differing opinions. Android looks very dated. Maybe it's my long history with android that makes that screen look so bad. Really, white text on black background. There's something groundbreaking. It's looked basically the same since the G1. It's the worst most boring screen. Obviously no care taken on it.
Windows is even worse. Giant block letters that cut off. Who came up with that great idea. Windows is 100% trying to be trendy without functionality.
