Don't forget to sign out of Find my iPad and erase all network stuff. You really have to wipe it clean so that it doesn't come back up.
 
The activation lock screen shows an obscured email address. Does that look familiar to either you or the person who now has the iPad? If not, then it's possible that someone cloned the serial number for your device and got that locked to a different iCloud account. This has happened with iOS devices and caused owners to become locked out of their devices, but it's not Apple disabling the device as part of some conspiracy.
If you have proof of original purchase from when the device was new, Apple will remove the activation lock for you, regardless of whether it's your iCloud account locking the device or someone else's.
When I tried to log in with my ID and password the activation lock screen showed my friend email address. It just won't accept her password. When I asked her if she forgot her password she said no as she was able to log in to her iCloud account online.

I'm very familiar with the process, having give three iPads and three iPhones to family & friends, and one iPhone to Verizon on a trade in for the iPhone X.

The device was erased, and removed (deleted) from devices from my iCoud account. The person I gave it set the device up with ere data.

As I stated in my first post on the matter "I had removed it from iCloud account, erased all contents and gave it to her."

I’m sorry , seriously. I missed it in the original thread. Thanks for pointing it out to me.
Some sort of issue must have occurred somewhere in that chain of devices and services. I would know on Apple’s door again, ask for a level up, and have them figure it out.

I gave her my unused Air 2 Saturday. I should get the older iPad Tuesday. It could be a software glitch. She did tell me she activated the Air 2. When she went to check online she said the Air 2 shows up on her iCloud account but the older iPad no longer shows up. I'll be seeing her Tuesday to find exactly what is going on. I will do a follow up here once I can figure what's going on.

I mentioned it again because the other day I logged into to my old MacBook Pro and some how it popped up on my iCloud. I know I took it out because it no longer updatable but someone how it got back on my list. You might have to do it again, ijs.
