It doesn't have an FM radio built in.
Through Jailbreaking you get access to features that Apple do not give you with official releases.
I don't think you can use voice control, as there is no microphone.

While FM reception and voice control are "possible" neither has been implemented. You can run a search on voice control for the iPad and there are jailbreak options out there. As for FM, there are a number of radio applications out there (as well as police/fire scanners) but as for now, at least, they require wifi or 3G.
So, Apple may add in the ios4 (iPad) update, a radio app.

Also I have a Lg viewty phone, with Bluetooth (a2dp) can I copy files from my iPad to my phone (Bluetooth 2.1 + EDR technology).

Apparently the iPad has a FM Radio inbuilt (Don't need to be connected to wifi or 3G to play the radio) IS it true?
Through jail breaking can I "unlock it/use it"?
Can i use voice control on the iPad?

even with the chip activated for FM you would still need an antena.
Apple can't design antennas to save there life. Even after the 4gen of the phone.
Their solution to a lack of antennae would be to recommend plugging in headphones. But enabling the FM radio would possibly reduce iTunes store sales. The iPod Nano has an enabled radio, but it has no direct connection to the store. This is an argument that I don't really understand and I've read it around many places. The iPod Nano does allow tagging of songs to be downloaded later on in the iTunes Store. Oh really? It tells you that the iPad has a microphone, but doesn't tell you about voice control, it also doesn't tell you about the FM radio even though ifixit confirmed that it does.
