That's not how it works. She changed it, I could still get in with Touch ID, then she tried guessing it multiple times until it was locked. After I waited the one minute, I went to use Touch ID, then it said I have to type in the correct password to use Touch ID again. After other multiple guesses, it just says connect to iTunes. I don't care if I erase my data since most of my apps are tied to an account or GameCenter, but my family doesn't want me to since they have a lot of photos on it.

The second the device says to connect it to iTunes is the second your phone has been wiped (and restored from a backup is required )

This happens when you have the wipe the phone after 10 failed attempts toggled on.

So can I guess OP has already lost all of his data by multiple failed passcode attempts and it is pointless to save them?

A little late but when you got in using touchID, why didn't you change he password then? Anyway you can restore and restore your backup ( if you had one) and it will work. Restoring removes the password. It seems maybe your data isn't that important anyway since you turned off everything, don't back up and let sis play with your device. Hope you get it worked out.

To change password user MUST know previous password to get into that settings. You cannot use Touch ID to change password.

Just call the FBI. Tell them you believe there is information on the iPad that might be of interest to them. They'll get it unlocked one way or the other.

I don't think I had that option turned on because I remember seeing it and thinking anybody could just wipe my iPhone and iPad.

Okay, so she claims to remember the password now, but the iPad is still disabled and says to connect to iTunes. The Apple website says that I should hold the power and home buttons until I see the connect to iTunes logo, and then click restore and update. There is also the option to update without restoring, so if I do that, will the iPad not be disabled anymore allowing me to type in the password?

Probably.....
You can try it.

Again: never allow your sister to touch your any Apple devices again. She is dangerous in this case.

Apple's advice wipes it.
If you update it'll still be passcode locked.
