It's always in Snow Leopard too. And in Leopard. And Tiger if I seem to remember correctly. Just always greyed out, thus unusable. Just how it is in your Lion screenshot.

It IS in Lion. Just like in every version of Mac OS X. The feature is no supported in Finder yet.

I think they're not talking about the ever-greyed out "Cut", but rather the new "Move Item Here".

It's supported in Lion Finder, has been since DP1. Once cut, "Paste" acts as moving (not copying). If you forget to "Paste", and "Cut" something else, the previous "Cut" Finder item doesn't move and is not deleted.

Clever, I like it. Stops you from losing anything accidentally which is helpful.

As for the Zoom button (green +), I prefer to keep it as it is. I size windows differently on OS X and Win 7. Win 7 from how I see it tends to have bulkier windows and controls that I find requires the window to be maximised to the full space. Rarely do not have a window maximised when using Win 7. On the other hand, I rarely have a window maximised on OS X.
