Do you have a 32bit device? You don't mention which iPad you have, but if it's a model released after the iPad 2 then the answer is no.
You can only upgrade/downgrade to firmware Apple is currently signing.

Going to your second question. If all it took was blobs my iPhone 5 would be back on iOS 6.1 right now. The problem is Apple introduced AP Ticket in iOS 7 (newer authentication) and blobs were no longer used. As of iOS 8 Apple moved to an entirely different thing and blobs are now completely irrelevant except for lower versions of iOS.
That said, part of the reason 32bit devices were still able to downgrade is because of a boot rom exploit that Apple did not fix until the iPhone 5. But that exploit has been fixed with the 5 which is why it's taken so long for there to even be a mention that downgrading on the 5 (let alone the 5s and above) is possible.

If I knew that I'd have an awful lot of attention on me right now because there currently is no JB for 9.1.
I will agree that it was a bit rougher than most.In my opinion, 9.01 jailbreak was the worst. I had so many problems with the Pangu jailbreak from the BLoD, tweaks not working properly, tweaks creating conflicts with my apple watch, battery drain, apps updating improperly or slowly, etc that I finally just upgraded to 9.1 so my phone can work properly again. I hope the new jailbreak will not have any bugs.

It's always the JB's fault when people install a bunch of junk that are buggy or not even compatible for their device or ios version.
Then their phone runs like crap and battery drains within a few hours
But instead of doing the legwork, research and trial and error they blame it on the JB itself offcourse.
Guess what, I'm using the same JB by Pangu on 9.0.2 and don't have any BLoD issues or power drain or crashes.
Did I install stuff that caused issues or where not performing well? Yes.
I isolated them, removed them or used other newer, compatible or better written hacks and have no issues at all so far.
JB is not for everyone though.
For some people they're better off staying stock.
I'll play, it's the jb's fault.
If it's working for millions of others but not working out for you then stay stock.
Simple solution.

If you don't want to put the time, effort, research or educate yourself on jb then don't complain about your tweaks not getting updated yet or functioning.
As you can see millions of others are using the jb and many longtime members here with multiple packages installed with no problems.

No BLoD, no tweaks working improperly, creating conflicts, battery drain, apps updating or being slow.
Maybe it's not the jb that has issues?
