Yeah, you can downgrade.
However, downgrading will only work for a few days, while Apple continues signing 8.4.1.
1. Download the ipsw file from http://ipsw.me (select your device, and select and download the iOS 8.4.1 restore file).
2. Open iTunes (needs to be 12.2.2 or later, if not update), plug in your device, and select SHIFT + Restore iPhone to select the downloaded restore file.
3. All data will be lost, but you can restore from an iOS 8 backup on 8.4.1 again.
Cheers!

I'm getting this going back from 9.1 to 8.4.1:
"Cannot restore backup because it's either corrupted or not compatible with this device".
Do you know why?
i'm using the australian model iPhone 5s A1530, do i download the gsm or global model?
But I'd like to set up my iPhone as a new device..You need a backup that matches either the version of the OS you are running or an older version. Thus to restore a backup of iOS 8.4.1, you need a backup that isn’t newer than iOS 8.4.1, otherwise it will fail.

After downloading iPhone5,3_8.4.1_12H321_Restore.ipsw and extract from zip file, the ipsw cannot be found. What do i need to do to extract ipsw file from zip. I'm using Win 8 os.
Thanks,
Make sure you look through your folders correctly.
You can also download it directly from ipsw.me without issues.
I'm using this guide and where i have problem is on step 7. It just cannot find the file.
Will download from ipsw.me when i get home and try again.
Thanks,
