After googling around, I solved the issue by downloading the latest beta version of Xcode. Currently running 13.0 beta 8! :)

What did you do after downloading Xcode? I downloaded Xcode 11 Beta. Can you list the steps for those of us that have tried but still get the above error message, please? Thanks!

Sure. I downloaded the latest beta (I believe it was beta 7), closed iTunes (just in case), and then opened Xcode. When you open Xcode for the first time, it will install some additional frameworks. Then I connected the iPhone and held Alt while pressing Search for updates (or whatever the button says) and selected the IPSW file. Then everything proceeded smoothly.

I’ve also read that this error was solved by changing the USB cable and/or port (super weird, I know). So I used another port and cable than earlier, just in case as well.

You downloaded Xcode beta, which one and where from? I think I need Xcode to go from 13.1 beta to last 13.0 beta, both PB as I’m not a developer. I’m running High Sierra as Id prefer not to update my 2014 5K iMac any further.

FINALLY figured out the issue for those of us receiving the message (screenshot attached) about the Software not being available from the Software Update Server.

The problem seems to be that iOS 13.1 is something that isn't recognizable by the OS on your MAC. It works with CATALINA, though. I had Mojave on my MacBook Pro so it wasn't recognizing 13.1 in order to update (downgrade) to the 13.0 ipsw I had downloaded. I took a chance and downloaded the Public Beta of CATALINA and then followed the instructions recommended by others regarding having Xcode open, holding Option and selecting Check for Update, and selecting the 13.0 ipsw...and it worked! It downloaded iOS 13 PB 8, and I'm all good...again.

Hopefully, this will help others having the same problem being unable to downgrade from 13.1 to 13.

It's not working for me on Windows 10. Not sure what's the issue but when I click shift+update after downloading the IPSW, nothing happens

If you figure it out, please let us know. It’s acceptable enough on my phone, but horrible on my iPad Air 2.

Latest 13.0 PB is 7. Latest 13.0 DB is 8.

Just be aware that if you install Xcode and then delete it, it leaves a bunch of junk on your machine.

Just google “ios 13 mobileconfig” if you don’t wanna install the xcode. I downgraded to beta 8 as well because of battery drain both my watch and iPhone.
 
If I reset the phone and restore from an iOS 13 backup in the icloud will it downgrade to ios 13 beta? has anyone tried this?

It allows your machine to see iOS 13 beta devices (as Mojave does not by default) and the file weighs considerably less than Xcode. Once your device is detectable by the machine, you can load an IPSW file for iOS 13.0 beta 8/7 or whatever.

Will I be able to install the gold master when it's released on my current XS Max and then Restore from iCloud backup when I get the new iPhone on iOS 13? I read through another thread where there was heated disagreement, and I'm still confused. I'm not sure of whether I need to be on 13.0 or 13.1 when the new iPhone is received, but I think 13.0 is the right answer. :)

If you are thinking of leaving the beta program once iOS 13 comes out, your safest bet is sticking to iOS 13.0 for now.

I just used 3utools on windows 10 (flash feature) to downgrade from 13.1 to 13 b8 on iPhone X and chose retain user data. Worked without issue.

Can I use this to go from ios 12.4 to beta 8 as well? I was on beta 8 and went to 13.1 and it messed one of my apps so I went back to 12.4. Thanks
