Yeah, this isn't a 4k vs HD problem. You've (sadly) found a glitch with iTunes and/or those titles.

Update. I discovered 2 additional problems with my iPad. I was trying to watch a different rented and previously downloaded movie (The Godfather) at the airport yesterday, and I could not get the movie to play unless I was on wi-fi. Also, the volume on my iPad Pro would repeatedly go to full maximum volume without me touching any buttons on the iPad or the headphones. I decided to take the iPad to the Genius Bar today and after listening to my problems and doing a few tests, they agreed to replace my iPad. I set the replacement unit up as a new device, and was able to download BlacKkKlansman without a problem. I’ll test out the other two problems tomorrow.
