I'm not sure I understand this number. On my 12 cpu cylinder I get:

encoded 7110 frames in 652.51s (10.90 fps), 8466.47 kb/s, Avg QP:26.42

All cpus were close to maxed out with ~2100% of cpu usage, yet with twice as many the time and fps dropped only a small amount. Intel's power gadget shows ~ 2.88 GHz. I realize that a 6 cpu system might maintain a higher GHz rate ....

So wondering what this means for the 18 cpu iMacPro ...

That screen shot shows it on a fast Preset instead of medium.
 
Since I started this thread originally, I wanted to give an update with my results. To summarize, I have had my iMac fro about 6 months now and love it. In my humble opinion, a processor is not meant to be run over 80C especially for a sustained period. I don't care what Apple says. I know this is a Mac forum and having said that, I love my Mac much better than a PC, however the best video encoding machine is a PC, because you can cool the processor appropriately. Three months ago, I built my own custom PC from scratch, ordering all of the individual parts from Amazon, B&H Photo, and New Egg. My new system which cost me $2,612 has the AMD Ryzen Threadripper 1950X 16 Core/32Thread processor. I installed 32GB DDR4 3200 of Corsair Vengeance memory and am cooling the processor with the Enermax Liqtech TR4 360 liquid cooler. The processor doesn't run above 58C under full load using Handbrake. This processor is so fast, the i7-7700K is a Tortoise compared.
