Since posting the OP I've seen there is a huge discussion over at the Apple forums that mirrors this thread exactly...
You mean when you first select or change the face? For some momentary period? I certainly haven't noticed it at all.
Rolex or seiko don't allow watch face changes at all, so if you want a comparable experience just pick one face (suggest: modular) and carry on with life?
...when changing the face from one to another, this is important because I use 3 or 4 faces during the day, depending on the situation, a simple analogue one for driving and sailing for example, one with certain complications for one environment, another with other complications for another reason, etc.

When changing the face, the watch momentarily tells me the wrong time, its counterintuitive.
My point about Rolex or Seiko is that Apple is a premium brand and judging by the thread over at Apple they've upset a large proportion of the owners of these expensive watches. Rolex and Seiko would no doubt seek to avoid this at all costs.
This must have been done this deliberately for "reasons" tech or marketing or maybe it's a bug.
Imagine opening a book and having it display the wrong words momentarily. !!! a new "feature" for the books app?
As one who has survived a major stroke and also had brain surgery for metastatic cancer, I do not need reality appearing to differ, even for half a second when it did not do so, prior to Watch OS 10.
Now I understand that it's not just
my watch, I'm OK with it going forward, but I think it's wrong for a brand that values excellence.
If any Apple folk are reading this, if this is such a good idea on the watch, why not the iPhones and iPads and laptops and desktops? make 'em all display 10:09 momentarily when a time is displayed....
