Neither of these is true.

Apple reportedly chose 9:41 AM for the iPhone (and later other iOS devices and Macs) because that was about the time they expected to get to the first appearance of the iPhone when announcing it at Macworld 2007. They ran a few minutes late. Some of the early iPhone marketing shots also displayed 9:42 AM.

The watch wasn't remotely close to 10:09. That Apple event began at 10 AM Pacific (as most do) and the watch was unveiled about an hour in. Others have already pointed out that ~10:09 is often used by watchmakers in marketing shots to neatly distribute the clock hands.
Ok maybe I got both wrong, but still, the “momentary change” OP is talking about is a non-issue. I also managed to see the bug OP is talking about in action but it refreshes itself within 1s, which I think is good enough.

Watch faces always show 10:09 before switching to correct time. This is annoying and intolerable for an expensive product. Rolex or Seiko wouldn't force 10:09 on owners before updating to current time. Apparently 10:09 is used in marketing as it is aesthetically pleasing for visuals. Apple needs to neuter their marketing ****s.

Well by that standard 50% of the world should not be upset about anything at all!

But that’s not how life works. And even for those in NC, it could be worse.

This should give an insight
Usually brands present on 10:10 to give broad clear view on the logo. But, if you consider the hand for the seconds, should be either 10:09:30 or 10:10:30 to give a more visually pleasing view (symmetry!). It’s more like a default presentation for analog watches. But considering the OP needs, I guess the possibility to have a “live preview” of the next watch face was what he’d need?

Kinda shocking how fast people forget. You used to be able to swap watch faces with a swipe gesture from the side. It would then pan over to your next watch face with… wait for it… the current time already displayed!

A few versions ago they messed it up and now it always shows a placeholder for god knows what reason. Pretty embarrassing downgrade in functionality that they still haven’t addressed.

Par for the course for the current Apple.

You mean when you first select or change the face? For some momentary period? I certainly haven't noticed it at all.

Rolex or seiko don't allow watch face changes at all, so if you want a comparable experience just pick one face (suggest: modular) and carry on with life?

Oh, it's before you even select the face, as a preview of what it looks like and it updates within half a second once you select the face. Is that really worth complaining about?

Flip side, on analog faces, the hands in that position enables you to easily see the included complications without obstruction.

I think it’s ugly. I often switch from one face to the next, as I have Analog Modular in between others which don’t have weather data, so I flick over as it’s easier and more compact than the widget page thingy, but am greeted by some spazzing out clock hands. Every time, with every (analog) watch face. The digital ones at least only show a completely wrong time for a second and don’t move much, but it’s still ugly.
I guess the fact that Reduce Motion doesnt stop this from happening is another indicator that it’s a half hearted „feature“ that serves no actual purpose and is only there bcause.
Mind you, I think the first time this behaviour was „introduced“ was with the watchOS 10 beta that removed the Swipe between Watch Faces feature, and we only got that back after people complained.
Apparently we didn’t complain enough about that beta.

To the Actual ATOMIC time when you are done picking …. Is it your ocd ? Like really THIS ?? How do you get through the day with this “annoyance” … can you be this pathetic? Yeah it’s a cute thing -

You nailed it! It works for years flawlessly. "No issue folks" must really have a very short memory.

If you have such a problem believing people don’t like seeing their watch hands jump back and forth when they swipe between a couple watch faces, something they didn’t use to do, I seriously hope you don’t work in UI development.

I think I'd be better suited to UI development rather than a career in drama.

No, if that happened I'd put the 10:24 time on either side of the 10:09 and go with 10:24. Easy peasy.

You apparently don’t even realize that that’s not even the problem, no one is thinking uhh watch say time different than before so must be right uhh.
No one likes to see clock hands jump back and forth, and if you do, well, I already made my point, I hope you get better.

It's a pity that the OP didn't better describe this issue at the start as they're getting an awful lot of unnecessary slack for what is an actual genuine bug, but most are interpreting as a non-issue BECAUSE they don't fully understand it.

Re-enable "Swipe to change watch face" in the Clock menu in the Watch app on your phone and then setup a few watch faces if you haven't more than one. Then swipe between them and you'll see the stupidity of it.
